California Mortgage Loan Ironically, the controversy over the Corps' efforts to divert water from the upper Northwest to the Midwest comes at a time when North Dakota and South Dakota are experiencing the third year of drought, and Missouri and other midwestern states downstream are being pounded by heavy rain and flooding. So far this month, flooding has been blamed for eight deaths in Missouri and a boy's drowning in Illinois.

By manipulating the release of water from upstream dams, the Corps provides barge operators every year with a reliable supply of water from April to November.

Reverse Mortgage For Senior But the government's early projections of heavy barge traffic along the Missouri River have never materialized, and today's downriver activity generates only $7 million a year for the barge industry -- less than a tenth of the revenue of the recreation and fishing industry.

Bond, a senior member of the Senate Appropriations Committee, has added riders to spending bills in four of the past five years to prevent the Corps from changing the river's flow.

2nd Mortgage Rate The Corps will unveil options for alternating the management of the river by the end of the month, including one to use dams to manipulate the river's flow to mimic spring rise and summer ebbs as a way of giving endangered fish and birds a chance to survive. But all sides agree that regardless of what the agency recommends, there will be years of additional court challenges and congressional action before a new plan is agreed to.

"However, it does make clear that their previous commitment to endangered species and 'natural flow' changes as much as our weather in the basin."
